Funny how promises in the Transitional National Council's draft constitution (.PDF) about safeguarding electronic privacy eclipse those that Americans enjoy in practice:

Correspondence, telephone calls and other means of communication shall have their own sanctity and secrecy shall be guaranteed. They may not be confiscated or monitored except by a causal judicial warrant and for a definite period and according to the provisions of the law.

Meanwhile, NATO surveillance of Gadhafi's forces appears to have gotten quite effective in the past few weeks.
